Bhubaneswar in Odisha to Get ‘New City’ on Lines of Gujarat’s Dholera

Bhubaneswar: Bhubaneswar is set to get a new urban settlement modeled on Gujarat’s modern city of Dholera. Housing and Urban Development Minister Krishnachandra Mohapatra announced that the upcoming city will be developed with world-class facilities and positioned as a business and IT hub.

With a projected population of around one lakh, the “New City” will offer modern amenities such as roads, water supply, power infrastructure, and green zones. The Odisha government has launched the project under a Public-Private Partnership (PPP) model, with the Bhubaneswar Development Authority (BDA) as the nodal agency.

A Singapore-based company, Surbana Jurong Pvt Ltd, has been roped in to prepare the master plan, while international real estate consultancy JLL is analyzing market feasibility. The state government has already sanctioned ₹200 crore for initial works such as road construction and boundary development in the project area.

The new city will be developed over 789 acres across Gothapatna, Malipada, and Dashpur villages near Tamando, just outside Bhubaneswar. Earlier plans had considered over 800 acres, but the area was scaled down due to forest land issues.

According to preliminary estimates, the project will include:

65 lakh sq. ft. of commercial accommodation

24 lakh sq. ft. for IT and allied sectors

Administrative complexes, educational and health institutions, industrial units, sports facilities, libraries, art and cultural centers

Regional transport services and a 45% green belt

The “New City” will be strategically located — 12 km from Biju Patnaik International Airport, 14 km from Bhubaneswar Railway Station, 8 km from Baramunda Bus Terminal, and 7 km from NH-16.

The project is expected to generate over one lakh jobs. The funding model will see 25% each from the Centre and the State, while the remaining 50% will be raised through loans.

With the Centre approving Bhubaneswar among the eight cities selected nationwide for new city development, Odisha is moving ahead at full pace to transform the vision into reality.
